The mapping is 100% intentional. Although Unicode has disunified U+4CA4, Hong
Kong SCS implementations require a transitionary period during which U+4CA4
should retain its current (traditional) form. At some point in the future, the
mapping can be removed, and U+9FD0 will serve as the official home for the
traditional form of U+4CA4.
Due to the static nature of installed fonts and the persistence of mapping
tables that may be embedded into implementations, this transition period is
measured in years.
I suggest that this issue be closed.
