This is an updated lvsfunc implementation. The following has been updated:

More coherent and useful docstring
CPU/CUDA/CUDARTC support for BM3D and Bilteral
Proper use of clip instead of den clip in the final pass
Properly functioning ref param

There's still some things that need addressing, but I'll leave that to be commented on during review. Stubs should also be generated for the plugins.
