Fix action choose system #31

I already have the ActionBuilder but the first action is still handled by the ExecutePlayerChooseActionSystem which doesn't make sense

Maybe use promises? I'd like to use them but they're confusing. Test them more and see if using them makes sense. Otherwise remove them.

not using promises but fixed the current system to choose actions
