Enable french language #739

Enable the french language because she's fully translated

You can access the incomplete localizations by using any build channel other than stable or candidate: https://docs.lunasea.app/getting-started/build-channels

Localizations won't be enabled in stable until the entire application has been properly transitioned to localized strings, currently roughly 50% of the app is using localized strings since it was (mistakenly) oversought for a long time, but is planned to be completed this year.
