Update Toggle Compendium Pack Visibility macro to use `ownership` configuration #225

As of v11.297, compendium visibility is no longer defined by a private setting but by an ownership configuration. https://github.com/foundryvtt/foundryvtt/issues/9318.

[x] ~Rename macro to Update Compendium Pack Ownership~
[x] Add support for v11 ownership configuration
[x] Add compatibility for both v10 and v11
