Code requirements wiki page #314

We need to bring some order in the development process.

Create a wiki page outlining the process, code requirements, SVN procedures, 
etc.

A sample one is here
http://code.google.com/p/web-to-print-scripts/wiki/Deployment
but it has a different focus.

Some of the points:

1. code structure, naming, comments, indents
2. SVN: commits, locks, commit comments, branching, merging
3. documentation: 3 levels (comments, wiki, help)

Don't expect the page to be done in one sitting. We'll do it in iterations. 
It's more of a discussion document to begin with. Put some structure to it and 
fill in with content where confident.
