Active / invactive state of buttons #764

The new block of buttons (issue 652) will benefit from active / inactive state 
indicators. 

It's good they are b/w because it's quite neutral. Can we stay b/w or add 
minimal color to highlight active buttons?

E.g. if the form is showing then FORM button would be active. Same for EDITOR.

Lets do the mockups first.
