Fix error when no FixedUpdate systems in world #10

Was going to add tests but I'm not exactly sure how to set those up.

Thanks so much for taking care of this! No worries on tests, that's on me for not getting them scaffolded in the first place. This is pretty easy to test so will write tests myself when I write them for the rest of this file!
