Add a Tooltip component with a glassmorphism effect.

• [x] The Tooltip should display helpful information when a user hovers over a designated element.
• [x] It should have a customizable text.
• [x] Support different positions (top, bottom, left, right).
• [x] Apply glassmorphism styling (transparency, blur effect, and frosted glass look).
• [x] Ensure the Tooltip is responsive and accessible.

Rest of the changes are related to spacing and making arrangements of code properly.
