Add license #3

As per what is written in Docs.pdf, this module can be assumed to be open source, however the lack of any license notice whatsoever forbids it from being so. Could you please provide a license notice with your intended license? (If you go to https://github.com/Jajasek/pygame_widgets/community, you can quickly add a license notice basically through a click-through menu)

Thanks, I have just added the GNU GPL v3.0.
