Help installing tulipy #3

Trying to install tulipy namespace, but unable to find it, and each time i try it fails, something about errors on VS? Any help getting this installed?

Install the latest version of Visual Studio Community, the python utilities and desktop C++ that comes with it.

I am having an issue with tulipy as well. Would appreciate any help I could get.
