Add application view for create new team / join team

This project is an application skeleton. It is used for a HKUST Software Engineering Course (COMP3111/H) in Fall 2016/17. My goal: The project is not asking students to re-produce the sample project. We should encourage students to do something better than the TA.

Originally, this view is ambiguously incorporated in team.html, index.html and not fully functioning. A new view will be added to the dashboard.

After the Nov 9 meeting, to make it simple, both buttons will direct to the explore view as simple links. On explore view, users can search for the event under which he wants to create a team, or for teams directly.

This issue is a combination of issue #33 and #34, after finishing them both, this issue is fixed.
