No buttons/access to add/manage runs on portal if there are none #312

Just a little bug: I went to portal.harriercentral.com to add runs for OH3. (because I hate typing on the phone...) But, the page was blank. No buttons at all. I used my phone to add Run Placeholder for July 1st Red Dress Run, and then... the rest of the page showed up and I could manage/add stuff.
