Should probably add www-apps/hiawatha-monitor since version 1.4 exists…

…you know what, upon further inspection:

the Hiawatha Monitor… is a PHP/MySQL web application

It seems a bit ridiculous to provide an ebuild for a webapp.

Though, we'll still need to expose -DENABLE_MONITOR=on in Hiawatha itself at some point.
