Saved workspace not loaded correctly with IE(9, 10, 11)

What steps will reproduce the problem?
1. I created a very small workspace
2. Save it to my local file
3. Load it to the Blockly workspace

What is the expected output? What do you see instead?
Expecting Attach 1 from Chrome Browser
Seen      Attach 2 from IE Browser 10

What browser are you using?
The problem occurs on IE

Please provide any additional information below.
In order enter data into the Text block, I clicked the block. And then those 
blocks were expanded as Attach 3

Unable to recreate in IE 11.
I'm loading saved blocks from cloud storage, like this:
https://blockly-demo.appspot.com/static/apps/turtle/index.html?lang=en#pvjv3f
Everything seems to render fine.

I'm guessing that how you load the blocks makes a difference.  How are you 
loading from local files?
