Add Issue templates #22

Add Issue templates

This repo needs Issue templates for Bugs, Features, Documentation, and maybe more.

To that end, follow the instructions here: https://github.com/JamieBort/Learning-Directory/tree/master/Git/issues/issue_templates#about

Issue templates need to go in the ./.github/ISSUE_TEMPLATE/ directory.

See https://github.com/JamieBort/LearningDirectory/tree/master/.github/ISSUE_TEMPLATE/ as an example.

The template has to be in the master/main branch before it will work.
