Notice Matter Deviations #48

Some fields had to be moved into different groups so SQL needs to be changed to match. Also one field didn't exist and needs to be added to SQL

  [n_1_fees]--> [n_fees]
  [n_1_paid]--> [n_paid]
  [n_3_missinginfo] --> [n_missinginfo]
  [n_3_missinginforeceived]--> [n_missinginforeceived]
  [n_2_datenoticerec]--> [n_1_datenoticerec]
  [n_2_resduedate]--> [n_1_resduedate]

  ADD [n_deliverymethod]
