Add WeakCache implementation #31

Added WeakCache implementation as MicroFramework together with UnitTests.

To be able to build unit tests for the WeakCache framework two new targets has been added. These targets are only for testing purposes.
The MicroFramework functionality is provided through package.swift file
Furthermore the Readme has been adjusted and a separate Readme file has been added for WeakCache which is linked in the main file.
