Set up precommit hook for linting, Lighthouse CLI, prettier, etc. #117

Using prettier for js,json,yaml,html,css integrated with ESlint and airbnb styleguide.

Installed netlify plugin for lighthouse. Check in site settings under plugins. Probably will need some tweaking but closing issue for now.
