Fixes for Brand Link Format, Private Link Addition #819

This Pull Request includes several fixes and updates:

  1. Fix for Brand Link Handling: allow the use of - and _ in Brand links, addressing the issue reported in #814.
  2. Support for Private/Closed Links: Added support for adding private or closed links through an environment variable USE_ANY_LINK_STATUS if blink can't connect to there.
  3. Dockerfile Update: Added Node.js version 18.17 to the Dockerfile. Newer versions were causing compatibility issues.
