Bad conditions are added to total expected experiment length even when re-attempts are set to 0 #117

I recently updated the conductor so that the length of bad conditions would be added to the total experiment length, to reflect how long the re-attempts at the end of the experiment would take. I just realized if the user sets the number of re-attempts to 0 (meaning they don't want to retry bad conditions), their length is still added to the experiment time. Need to update this.

resolved with commit 21b2db93288795dec5b2044486d63c2829618f65
