[Neuroptikon.org] Add a user interface for layout settings #51

Most if not all of the layout algorithms have parameters that can be set when scripted. It would be nice to expose these via a graphical interface. For example:

Choosing the Graphviz algorithm (dot, neato, etc.)
Allowing diagonal path routing
Spectral scaling factor
