Decided to put aside the attempt to make a GitHub action that deploys a site preview for the time being - too time consuming and the problem may be adequately addressed by more detailed documentation. The work on this so far can be found in the branch github-action-to-deploy-site-preview, or in the fork of this repository at allison-truhlar/ossi-action-tests.
