Added script to load data into dataframes added to branch load_data #2

This is a module to load the data from the GitHub repo and prepare it for analysis

Thanks for the help with the def main(). I added it to test for errors using my terminal. I was having trouble with pulling the data from the files Janet added because one was quite large and the other was a tsv, both got encoded differently, and I had to obtain the raw data links. Dave was big help!
