[fennec] automatically build and push docker image with circleci #147

A follow-up to #146 that adds Fennec to our Circle CI manifest in order to automate its build & deployment.

Let's wait for Circle CI to finish building & deploying the latest ubuntu-dev image before we merge this (it will save us a lot of time not to rebuild ubuntu-dev with this merge).
