This file removes some of the empty border around the perimeter to create a
larger icon in the browser tab (and bookmark) icon space for better brand
visibility.
You will see a larger favicon image in the tab with the new URL. For even closer comparison, if you're using Chrome, right-click on each tab and click on "Pin tab" — this will shrink the tab to only show the favicon (removing the page titles) and let you compare them side-by-side. Unfortunately, the GitHub diff mechanism does not show preview for *.ico files so the code review UI isn't at all helpful in this regard.
