As a Developer I can develop a unified base template for the application so that all application pages exhibit a cohesive user interface, ensuring both visual and functional uniformity across the entire application.

Acceptance Criteria

[x] The base template incorporates a uniform header and footer across all pages.
[x] Navigation components are embedded within the template, facilitating seamless navigation between different sections of the application.
[x] The template is designed to be responsive, guaranteeing optimal usability across a range of devices and screen sizes.

Tasks

[x] Construct the HTML framework for the base template, including placeholders for dynamic content.
[x] Establish a consistent header and footer within the base template.
[x] Design and integrate navigation components into the base template.
[x] Utilize CSS and JavaScript (where necessary) to ensure the template is responsive and maintains a consistent aesthetic and functionality.
