Council website URL may point to dead link #35

If the URL for a council does not include the leading "http://" it will point 
to the domain name of the website and when clicked will result in a 404 error.

This error is present on the /admin/listcouncil page.

The URL on the /mycouncil page is not a hyperlink and does not suffer from the 
same problem.
