Enforce the public flag across all of the views and forms #4

The public flag needs to be enforced.

This should be a normal setting that can be changed on a per user basis.

The flag should be enforced for every query that accesses the tables.  This 
includes the views that simply display information and the forms for adding 
and editing records.  The public flag will change the budget view, but this 
is intended.
