Breadcrumb links for page title and navigation #6

Navigation should be based off of a folder like structure.  At the top of the 
page the tree should be parsed backwards and all of the levels should be 
clickable for easy navigation.  This should trace back all the way to the 
root.

This is primarily for the budget (lineitem) page but this could be expanded 
for the receipt and funds pages.  This can also be used for the companies and 
sources along with the associated add and edit pages.
