Add printable budget #9

A specified budget needs a view that is suitable for printing.  This view 
should have the option of recursively including all sub-budgets.  All line 
item, receipt, and fund information should be included as part of this 
report.

The most difficult part of this feature is a way to visualize the sub-
budgets.  Because the structure of a sub-budget is unknown, it is possible 
that every line item has a sub-budget and the structure can go an arbitrary 
number of levels deep.
