"Combat ability" as a logic factor #36

At least 2 types of combat ability:

Well for it to be a logic factor we need it to be required by something? do you know what would require what? i guess we could make uranium require strong ranged as its always heavy gaurded, but others i dont know

Certain drop pod locations and ore nodes like uranium and Sam would need it yeah
