It's not enough to just copy TsRandomizer.exe, all files in the release ZIP need to be extracted too.

The Archipelago installation instructions make clear that the file needs to be extracted, so this is just keeping the README up to date.
It might also be possible to completely merge the Windows instructions with the Linux/Mac instructions, but the existing wording seemed to differentiate between TSRandomizer and TSRandomizer.exe so I left that alone for now.
