This is the same issue as #14 where, as far as I know, you are required to stop time in order to jump up to a ledge. Attached is the room in question. I would report these issues and ask questions via Discord, but the link in the README doesn't allow me in.

Looks like it might be this check? https://github.com/JarnoWesthof/TsRandomizer/blob/master/TsRandomizer/Randomisation/ItemLocationMap.cs#L195 I have a new seed with the same issue where it says this location is where I'd get the Timespinner wheel, but to get it I need to be able to stop time. This can't be done without the Timespinner wheel.

There are actually a couple different mobility options. In this case Mom gave you the Lightwall spell at the start which you can stand on to jump up there. It's also possible to get up on that ledge with just Talaria by dashing and jumping at the last second which happens often in Quick seeds

Oh, I had no idea that necklace ability created platforms. I'm guessing the open issues all receive this item early on. Just confirmed this one does, so it can be closed.
