Limitations on sending cars into water and swimming. #1309

Describe the current reason for this balance request The current state of most peoples escapes from a police chase seem to be revolving around bodies of water, in its self not an issue. Becomes an issue when people are sending vehicles into the water whilst still inside to avoid any form of RP, This is unrealistic at any speed, Then preceding to hop out of the car whilst underwater fully clothed and hold their breath for what seems like an eternity making it impossible to pursue or attempt to do so realistically due to not being able to drag etc without looking scuffed in the city. A broad spectrum of people I have spoken to personally feel this is FailRP/NITRP but don't want to take it to staff every 10 minutes and further ruin RP by spending time clipping etc etc and feel this would be better handled mechanically in city.

Describe the solution you'd like I feel that the Vehicle section of the above could be addressed by simply giving a very small chance of being able to actually get out of a vehicle whilst it is submerged not sure how that could be calculated perhaps a 1/20, 1/30 or 1/50 chance which ever seems more realistic. Regards the swimming I don't know the limitations on whether or not the game can check if you are wearing clothing while swimming but people swimming in bullet proof vests and jeans, boots is extremely unrealistic, beyond that limit the amount of breath or amount of time a person can be under water without drowning.

Is there a chance of being knocked out during a collision? Seems reasonable to me, with an increasing chance based on the speed/force involved. Obviously unconscious + underwater = drowned.

100% agree that swimming in body armor should be extremely difficult if not impossible,
