Bring back Upper Pillbox? #1456

Is there any possibility of getting Upper Pillbox open again? I believe this would be a good thing for the city for the following reasons:-

The Medical RP opportunities are vaster - it has a functioning MRI, CT and X-Ray machine. It has a clinical lab where we can test bloods. It has functioning surgery suites for the EMS Residency programme. It has doctors' offices to complete FTO/administration paperwork. There is a laundry where we can retrieve patient's clothes from.

Upper Pillbox has a bed capacity of 19 beds. Lower Pillbox only has 11 beds. There have been two situations in the last 4 weeks where we ran out of beds at lower pillbox when there was a mass casualty incident.

There are private single rooms for patients at Upper Pillbox. This means injured Police Officers can be admitted to private suites so they don't have to lie next to suspects. This also means that suspects can be secured individually in private rooms if they pose a security risk to the public.

Upper Pillbox has a modern and cleaner feel compared to Lower Pillbox.

I noticed my FPS was better in Upper Pillbox compared to Lower Pillbox.
