I agree from feedback I've received this seems to be a massive issue and definitely deters new players. It also exacerbates staff issues due to retaliation and people that have been robbed then going and robbing others etc. Imo can be countered by either making it possible to rob NPCs w/ police alerts etc and restricting availability to spam it and or rule changes. However robbing people should be allowed to some degree as this is a massive attraction to people starting out with roleplay servers etc
Back in my days of playing GTA San Andreas Multiplayer, I've encountered a rule which was very helpful. You couldn't rob (hold up) people that had less than X hours on the server.
Maybe make it so that if a player with less than X hours on the server puts his hands up, other players can't access his inventory and rob him. If the player that has less than X hours dies, that's the only time you could loot him (because maybe himself triggered a shootout due to a RP situation and died, and that way he could be looted).
So if somebody drives on the street, sees a player and holds him up, he wouldn't be promped to press the button and search him, just like when there's no cops online. So he would understand 'oh, he is a new player'. This, of course, should not turn into 'okay, then im gonna kill him and loot him that way'.
Honestly the best idea I've seen in a while, would love to see this implimented as it would calm down the low effort robberies at G6.
Problem with this if a new player has a gun someone points a gun at him to rob him isnt able to gets popped
@Psyanine or even like a system which allows players to Rob NPC houses to find items ect, i understand robbing people is an attraction but i think its time for the server to advance in terms of Role-play, its got to the point where people are just driving to G6 / Fishing to rob new players, its no fun and ruins experience for anyone new, it would be nice for players to not be scared of being robbed everywhere they go.

Might as well exclude players who carry guns from the X hour lower-limit to prevent issues.
I mean it could be helped by a blanket rule as you suggested. That at least gives cause for someone to be spoken to by a mod to sort out their RP/think a bit more. People just need to be more vocal about this and actually report it, I've brought it up too many times and it just makes me come across as an elitist. Players really new to rp don't understand the importance of recording or they just don't understand what is and isn't healthy rp so not enough people speak up about this. It was easy to deal with in 32 slot servers when there were no police because everyone policed each other, but now there is regularly police on with 100 slots it's difficult to police the occurrence of toxic behaviours.
Also I like your idea @Ic3BoxTheSuspect but I feel it gives an unintended protection for those that instantly join the server as a criminal. I'd tie it in with joining the server you have X minutes protection until you either purchase a weapon or attack someone.

if you think about it too, if you only think about robbing players which for a new player i understand, we probably were all the same but it gives a narrow mind set of, i can rob this and whoever whenever, i think if players were to read the rule about it, i think it would remove plenty of staff situations, Illegal locations obviously different ball game, but constant robbing its just unrealistic and it effects players mind sets of robbing stuff, i could drop a name but one kid who robbed every single person he drove past, and is now perma banned

Is your feature request related to a problem? Please describe. Firstly i have no idea if i am posting this in the correct area of thread, but i believe that there needs to be some more rules or / a new rule with the effect of robbing another player, as it is not realistic to just rob every single person you come across because you are "broke" or trying to make "money" without any RP i believe it is ShitRP and frustrating especially as a new player to get robbed then quit the server because they will think that is all their is to the RP and can bring a negative attituide towards the server and may actually prevent meta-gaming through discord, because danny 1 isnt robbing you whilst changing clothes (we have all been there) it is also not realistic for people to go around robbing everyone because they are broke.
Describe the feature you'd like If this post is to be looked at and confirmed i believe there must be a new rule when comes to robbing other players, "you should not be able to rob another player without any intent of RP / Buildup to the robbery" quite straight forward and i think would benefit the server, if you are taking someone for a bank robbery, you wouldnt need to rob them as long as that person RPs with the intent to fear for life or correspond to the /mes performed
