Describe the bug AI ppl geet scard when they hear the car horn

To Reproduce Steps to reproduce the behaviour:

  1. when pickup a AI call and you bring the AI to there loc 2.when you use the Horn or some els used there horn the local wil run off. if a local hears sirens it wil get scard to
  2. some ppl abuse this by using the horn close by a taxidrive to fuk his AI call up!
  3. error AI get scard to fast and makes it hard for us to complet the AI mission

Expected Behaviour AI call should never be afraid of the horn and sirens

Also like to add some get scared as they enter the cab, or sirens from emergency vehicles crossing an intersection
