Parking Enforcement/Traffic Control #3015

Is your feature request related to a problem? Please describe.

This is suggested in regards to the influx in overall player population that results in chronic traffic and parking obstruction due to abandoned, derelict, or otherwise carelessly placed vehicles. This aggressive influx of congestion leaves even a bolstered police force incapable of handling these aggravations due to more frequent and serious matters. There is currently no service in place that is equipped or defined for the purpose of clearing roadways, parking areas, or access roads of abandoned vehicles.

It is very clear that it cannot be expected of the average person to be responsible for their own messes when being involved in a wreck (Gruppe Sechs, RON, RS, GoPostal, etc..). Vehicles being abandoned is a pandemic in its self and poses a serious safety risk to motorists/Emergency Vehicles and creates significant traffic congestion that hinders all reasonable travel.

In addition, people who carelessly park in either no parking areas or in a way that obstructs the flow of traffic should be cited for such infractions.

Describe the feature you'd like

A proposed White List Job in that of Itself or as a Sub Division of LSPD that gives the capacity for it's workers to operate traffic enforcement vehicles and utilize various object, player interactions to perform these tasks. Features would include:

-Access to Ronnie ( General Wreck Recovery) -Ability to use Flatbeds/Tow Trucks for more tricky situations. -Ability to issue tickets for parking infractions. -Parking Boot Function (Cannot Enter or Move Car Until Fine is Paid). -Access to general patrol vehicles such as a Compact Car, Van, Light Truck, etc... -Modest Bonus for removing/impounding abandoned vehicles ($25-$50 each). -Ability to use CAD system for MV Registration Info. (Could also be used to report wanted vehicles to LSPD). -Access to traffic redirection devices (Cones, Signs, etc...).

Describe alternatives you've considered

-Dedicated Tow Truck (Wreck Recovery) Service. -Dedicated Traffic Enforcement Division LSPD. -Object Removal Tool for LSPD and/or Mechanics. -Allow Cadets/Probationers to clock in strictly for Parking Enforcement Duties.

Additional context

Though this proposed service may be a bridge between existing services that may be somewhat redundant, it is nonetheless a job that is dedicated to doing what the other services are to preoccupied or overwhelmed to be properly able to do. Opening up this could improve quality of life and safety for everyone, enable new RP possibilities, and offer more employment opportunities for those who are fairly new to white list jobs.

Not saying I disagree with your input but just want to add to this.

As a mechanic you can impound abandoned vehicle easily (Gruppe Sechs, RON, RS, GoPostal, etc..) the only type of vehicle we do not impound are illegal parked ones, so ones left on red curbs etc.

If they are on the crashed on the pavement impound it. If its in the middle of the street impound it. Its easy to tell when a work or local car has been ditched or if its broken down.

If they are illegally parked thats PDs problem to solve text them, if theres a pile up at G6 text mechanics to come impound them. Roadside mechanics are literally dedicated to impound/fix cars.

This is where i recognized that there already sort of exists a system for these issues, and all Mechanics have this capability. However, it is not the Mechanics prime function or motivation to rove around looking for traffic messes to clean up. Furthermore, there is hardly enough of them to fulfill the task at a steady pace. Furthermore, the prime motivation for Tow services with Mechanics is the RP aspect of it with genuine player interactions. In essence, Roadside is purely meant for direct and secondary RP interactions.

In regards to PD, yes they are more than equipped to handle this job...mostly. However, with the massive influx of player population and activity, it is next to impossible for PD to actively support the role I've suggested. This is mostly in reference to chronic crime activity that typically renders the police inundated with persistent emergency response conditions. Unless there is a substantial drop in crime activity for a period of time, the PD is incapable of efficiently patrolling or responding to legitimate 911 calls.

I believe that a small handful of individuals at a time who are white listed for this task can be effective with the proper incentives. Otherwise, the only other viable alternatives I can see would be;

-Dedicated Traffic Enforcement Division for PD -Dedicated and larger staffed Tow Service from the Mechanics. -Balancing for criminal activity as to reduce PD/EMS over extension. -More stringent requirements for Licensing/Commercial Licensing for Non White List Vehicles and penalties. -Even more extreme, Mods dedicated to babysitting the server.

The bottom line is that even with emergency services at a record high for activity and population, there is simply not enough capacity to perform all of these tasks due top the current climate of criminal activity and the manner that Emergency Services is configured. And the mechanics are there to ultimately get paid to modify cars and provide roadside service on demand, not Public Safety duties.

New public jobs are being actively discussed within the gameplay team. We have to be careful with certain features in a public server mind due.
