Minor visual glitch with seatbelts #3745

Describe the bug Using the seatbelt function via the M menu will make most of the bottom left icons move along with the HL text at the top

To Reproduce Steps to reproduce the behaviour:

  1. Get into a car and put the seatbelt on via M menu
  2. See slight visual glitch until belt is attached.

No interest in fixing given the scale of rewriting safezone logic within menu concurrency instances.
