BCSO unable to use training server #5142

Describe the bug BCSO employees and Cadets are unable to use the training server, it will give an error stating they're not permitted to join. Currently we add the EMS Cadet or LSPD Cadet role on Discord to those that are unable to join as a workaround.

To Reproduce

  1. Have BCSO-related roles ONLY on Discord linked to FiveM account
  2. Join training server
  3. See error

Expected Behaviour For BCSO, like EMS and PD, to be allowed to use the training server.,

Screenshots I tried to get a screenshot of the error hard to reproduce as nobody without roles was available.

Resolved, rewrote the entire role handler so this is easier to work with in future cases.
