LSPD/BCSO Radio + voice breaking (Log and videos included) #5906

Describe the bug This is the same issue thats been reported several times but has been unable to been reproduced and fixed. I have tried to collect as much information and evidence as possible for a situation that just occured, as well as a fix I found. TLDR the issue is represented by people being unable to hear you on the radio, and in more severe cases (like this one) they wont be able to hear you in city either until you fix it.

The context of this situation, is there was a 10-80 with an officer on MOTO initially taking the comms, on the dispatch channel. After some time, the units on the chase including myself in secondary were unable to hear him, but could see the radio transmitting. Note that some units who were not on the chase were still able to hear the MOTO, and so were the medics (verified by talking to them after). My suspicion is it has to do with the sirens running. After taking the comms for a bit, they then broke for me and people on the chase were unable to hear me. During this time I attempted to call a deputy to relay some information, but he could not hear me on the phone either. After the chase concluded, those deputies on the chase were unable to hear me in city either. This was only ultimately fixed by going into the settings, and turning voice on and off at which point people on the chase could hear me. To Reproduce Steps to reproduce the behaviour:

  1. Have a pursuit using dispatch, which continues for a decent amount of time with a lot of transmissions
  2. Units on the chase, who are code 3, will be unable to hear the unit after some time
  3. My guess is its related to the sirens, meds claimed they could hear me the entire time, and reported their primary channel was being used as normal, but didnt go code 3 frequently, ofc i could be wrong with this
  4. Fix the issue by turning your voice on and off in the voice chat settings

Video 2 shows me fixing it while being med treated, the officer was unable to hear me (was part of the chase) until i did the fix, the meds could hear me the whole time.

I've submitted a potential fix, I've tracked down a race condition on removing radio voice targets that are heavily in-use, which seems exactly like the issue you've displayed with both POV's/log.

This issue is still ongoing with radios breaking under the exact same circumstances

Just had the radios break during an operation where we had several officers using the dispatch, LSPD, and SWAT channels while myself and two others were in Air-1. Radio broke for all occupants of Air-1, but I'm unsure if they also broke for the rest of dispatch. Attaching a log file. Wasn't able to get a clip because I wasn't sure of the exact moment the radios broke. Probably won't be helpful, but here's hoping.
