Since when does offroad mean climb a mountain?
Tell me what generic truck is able to do that in the real world at that speed?
none, however crims got TRXs and F150s that are able to climb. point is BCSO have nothing. besides a moto. to chase. so what stops crims from just shooting him off an getting away?

The beauty of law enforcement is the manufacturer modifies their vehicles for police needs. So in a sense, police dont have "generic" vehicles. Even the base Crown Vic, and Ford Interceptor are heavily modified from the factory with equipment they dont offer to civilians. Both of which had reinforced frames, safety equipment, better engines, and better tires/suspension. For example, my IRL department has a multitude of vehicles for both search and rescue, and general patrol. General patrol being city, rural, and very rugged terrain. F150, F250, Chevy Colorado, Side By Sides/ATVs, Tahoes, Dodge Dakotas. The most common off road capable vehicles. used by law enforcement in the States. Some of which perform REALLY well in rocky/mountainous terrain. Obviously you aren't going to full send one of these very expensive vehicles up a mountain, but medium level rock climbing, and going through extremely tough terrain, many vehicles are more than capable.
From my viewpoint, it is looking like the server is shifting into a less off road based police chase and restricting it to more on road chases. However, it is quite fun taking an off road vehicle and checking in on the hunters, interacting with people who are genuinely camping, and finding meth cooks hiding in the hills. I agree to an extent, there are some vehicles that are seen going unrealistically up terrain they really shouldnt be, but that shouldn't be the basis for vehicles across the board to get nerfed into oblivion. Maybe a speed based traction system? Meaning if im taking my tahoe off road, climbing slowly and safely id be able to keep my traction? The only real time high speed is really needed off roading is going through mud. Or maybe we can get a more dedicated set of vehicles for those extreme cases where someone is somewhere only an ATV or side by side could get to?
In the video above, the Deputy driving the Bison topped off at 40mph. While the first few seconds of the clip, initiating the off road, they came in pretty hot, there is no reason an F150 or equivalent shouldnt be able to scale that hill. It is dirt, not ice/snow. A 4 wheel drive vehicle fitted with off road or all terrain tires would easily climb that. Even at 40 mph.
Its easy for people who have never taken any vehicles off road to complain, gripe, or argue about what can and cant be taken off road. But for someone who is an ethusiast of pushing vehicles to their limits, and seeing what they can do IRL and in game, its a no brainer. Ive attached 2 pictures. 1 of which is me offroading a REAR WHEEL DRIVE Tacoma into a 6 foot deep mud hole. Truck was fitted with BF Goodrich All terrain K02 tires. Some of the best all around off roading tires in the market. I got stuck, but with some fiddling, was able to get out of it. A testament to how off roading can be accomplished. Even in a vehicle that isnt 4x4. As stated before, there is no reason a 4x4 vehicle should have any problems scaling MOST terrain in the map. Sheer vertical terrain obviously would be a no go. But MOST would be easily driven through.

Police don't modify vehicles to go up 70 degree inclines, nor should most civilian.
If this is the case, the rules need to be changed for it. Taking it up mountains and high degree inclines should be added into a new rule or into gta driving. But as mentioned above. This takes away some of the rp aspects.
Typically deputies will take it up a mountain to gain a vantage point on meth cooking. This vantage is usually achieved in relatively safe methods. We either follow trails and/or take it up smaller degree inclines to achieve a point where we can observe. At the current rate of vehicles, we are unable to achieve this with certain well known and safe trails and paths that we have taken are no longer possible for us to get too. This leads to us having a inability to safely scout and gather evidence.
As also mentioned. This hinders chases, rp (e.g hunting, hiking) and other aspects such as EMT’s having to reach a hiker who has been mauled by a lion.
The F150 for both civ and police are more then capable of dealing with most types of terrain. The Tahoes that we have also deal very well with most changes in terrain. But we typically can’t make the same routes the F150 can do. Which means we have to find alternate routes or locations to achieve a goal. If right now, no one can complete this apart from moto, which is limited itself in rank restrictions as well as unit restrictions. We no longer have any vehicles that can assist with situations and pursuits.
To conclude: Possible rule changes? Update vehicle speeds and traction for off-road vehicles But keep it balanced e.g no 80+ mph off-road pursuits. A balance I could see is speeds being 50-70 before traction starts to be affected. This can be altered per vehicle e.g the tahoe being a tad worse since it’s not as capable as the F150

70 degrees no. Youre talking helicopter needed or on foot with ropes terrain. But most terrain in the map isnt like that. The most common off roading areas we in BCSO go to aren't nearly that steep. And if someone is just sending a vehicle up or down that, they aren't showing a concern for their safety, or the vehicles integrity. But the video above, no where near 70 degree incline, a basic 4x4 would easily climb that.
