VHF/UHF Radios not functioning with more than 14people #6244

Describe the bug whenever 14+ people are on one radio channel the radios do not work correctly. some people cannot hear others, causes confusion, messy comms, overall rubbish experience.

this is common, any time more than 14 of us are in city on radio they do not work properly. this is very frustrating as we could easily join a discord call like PD do in this situation except for us thats against the rules.

To Reproduce Steps to reproduce the behaviour:

  1. 14+ people on radio for more than 5 mins
  2. sit back enjoy the chaos

Additional context anyone you talk to that has big groups on a radio channel experiences this issue (large gangs/drops)

I have had this issue happen multiple times as well. I've watched twitch streams and also heard other cops speak about this and say they use Discord because AIR-1 causes issues with radios.

Not sure if the AIR-1 breaking radios has been reported properly though.

Cops commonly thought it was AIR or moto causing this as radios usually stopped functioning while going fast in pursuits. However, it's more likely it was caused because the higher amount of cops on the radio's at the time.

Specific things I have noticed that start the domino effect of radios not working properly is when you press the push to talk while someone else is talking & having 14+ in the radio channel. From that point moving forward you will no long hear that person who was talking. I can't say for sure that fixing this will fix everything or anything at all, but when multiple radio push to talks start happening is when I notice the issue start to occur.

This may have been resolved with the changes I've submitted today.
