Lawyers of ANY rank have command access in the CAD #6520

What happened?

Somehow everyone in the DOJ whitelist has access to the command tab in the CAD and can edit in city laws

Expected result

Only those with attorney general rank should be able to edit laws

Reproduction steps

  1. Clock in as any rank below attorney general in the DOJ
  2. Open CAD
  3. Click on Command tab
  4. Edit any law
