Commercial break in's not working even though we have enough units available + other dispatch issues. #6522

What happened?

We had people at a crate in BCSO jurisdiction, and even with us having enough units available for them to break into it, it was telling them there wasn't enough police to do so.

Also, I noticed an issue with the LTD gas station in grapeseed, it doesn't allow anyone to join the dispatch call even though it shows requiring 1 unit.

Expected result

Criminals should have been able to break into the crate.

Reproduction steps

Have enough units available
Crims try to break into crate
Crims get lack of police message.

Issue appears to be the same for banks as well, weird thing is when we had double the amount of units needed, they were able to get into the crates, but also at the same time, LSPD then had enough units clocked in as well, so not sure if this is now an issue similar to the metal weapon containers that only work on LSPD numbers, or if something else is messed up.

Seems to be the same case for store robberies, been trying all day and just keeps saying lack of police, checked a couple streams and cops were off calls and still not working. Cops would need to confirm better. There goes minus rep on my groups though :(

Can confirm, stores broke as well at some point, they were working for a good portion of the day, but after the final restart for performance fixes, they were broken as well.

Looks like Jarrrk was already on fixing it though.

Will confirm here after tsunami.

Looks like the issue is back, not sure why they were able to hit commercial break in's earlier, but now again with enough units available, criminals are getting the lack of police prompt.
