Spin Cycle perk no longer works #6545

What happened?

Since the traphouse has been disabled, the Spin Cycle perk also no longer works. Dirty money normally gets washed inside properties within the group territory, but now it just stays dirty cash.

Expected result

That dirty cash gets washed.

Reproduction steps

  1. Have the Spin Cycle perk
  2. Put dirty cash inside a property within group territory
  3. See how it remains dirty cash

I don't know if this was intentional or not. But reporting it anyways, just in case it wasn't.

Forgot to mention that spincycle works in the same way that Traphouse does, so this is also disabled.
