In-city CAD not showing all functions/registering clocked on

What happened?

Upon using CAD in city, it is failing to load correct details. Related issue is #6521.

The CAD always loads name as 'Unknown Unknown' as in the issue by Kingston, including the Off-Duty status. Any arrest reports created with CAD in this state lead to them being shown with Officer name as 'undefined | Unknown' or 'Unknown | Unknown'.

At other times functions are missing from drop down menus. E.g. 'Lookup' tab might only have one item. I couldn't recreate this when making this post - however the name details fail to load at all times.

All of above works as meant to when CAD is accessed through regular internet browser - status still shows as Off-Duty though.

Second issue is that DOA Agents with DOA mode enabled are showing in CAD in the list of Officers clocked in as if they were clocked in normally. (e.g. with LSPD icon) they shouldn't be seen at all - this persist over to website CAD also. Unsure if related to the first issue.

Expected result

CAD in city works the same as when accessed through website

Reproduction steps

1. Clock in, Open CAD using F6
2. See 'Off-duty' label and Unknown Unknown name, Functions missing from drop down menus
3. If DOA mode is enabled, you see yourself in the list of clocked in officers.
4. Be forced to use CAD through browser

Can verify this is an issue, a workaround is to switch to your different character that has access to the cad (clicking on the headshot picture) and then switching back. Not everybody can do this unfortunately so most just use web cad.
