Unable to make Ketamine in properties

What happened?

Found some Ketamine ampules during porch pirating, Went to my house to try and make some, Got a message saying 'I need a stove to dissolve the solution' even though my property comes with a stove, Tried buying a new oven to see if it would fix but I still received the message

Expected result

Should have made some Ketamine

Reproduction steps

1. Have Ketamine ampules and Bicarb in your inventory
2. Try to use Ketamine ampules in your property
3. See message showing you why you can't do the above
