What happened?

I've been everywhere along the lines of the coordinates I've been sent, and the NPC I should find is nowhere to be seen.

Expected result

Should've been able to see him.

Reproduction steps

  1. Received the coordinates
  2. Went everywhere along both lat and long coordinates
  3. NPC is not there

Additional information

I'd just like to be able to craft assault rifles, I've been trying to find him all this time, and he doesn't even spawn, so I've just been wasting my time.
